Typical Duties Plan, organize, assign, coordinate and supervise the work of a group of clerical employees engaged in a wide variety of general clerical work; perform difficult clerical tasks involving the preparation of statistical reports, composing memos and letters, and responding to requests regarding County rules and ordinances interpretations; review and check the work of subordinates for accuracy and completeness; coordinate activities of and maintain even workflow in a clerical unit; review office procedures, recommend and implement change to improve efficiency and services; prepare payroll documents, maintain vacation and attendance records, review time sheets, check invoices and perform purchasing-related activities of Department or division; prepare operating manuals, narrative reports, charts and a wide variety of other support data and correspondence; provide information to the public or others where special knowledge and interpretation are required; may undertake and complete a variety of administrative projects requiring considerable independent judgment, initiative and confidentiality; hire, supervise, train, evaluate, and discipline assigned staff; research, gather and analyze factual data on a variety of subjects and compile financial, statistical, activity, or governmental reports, and where appropriate make recommendations; assist in the implementation of Department activities and policies.
Participate in developing organizational concepts, cost estimates, budget requests, or annual budget preparation.
Employment Standards Education/
Experience:
Equivalent to completion of the twelfth (12th) grade supplemented with specialized business, secretarial, word processing or supervisory courses AND three (3) years of complex and technical staff support experience including at least one year in a lead worker capacity.
Work experience must demonstrate a high level of automation ability and independent decision making.
Knowledge of:
Functions and procedures of a modern office environment; theory, capabilities, limitations, and operations of office automation and related equipment; record keeping methods; office techniques sufficient to train subordinates; report and forms design and production; math sufficient to apply algebraic formulas and interpret results; principles of supervision, training, and evaluating; correct English usage, spelling, and punctuation; alphabetical and numerical filing system and procedures.
Skill/Ability to:
Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers; operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment; proofread subordinates' work for errors in typing, grammar and spelling; use a personal computer and word processing software to complete complex reports, correspondence, spreadsheets, charts or graphic presentation materials; understand organization, procedures and operating functions of the County Department to which assigned and communicate this information to staff and the general public; communicate verbally with people of various educational, socioeconomic and emotional backgrounds in a patient, tactful and courteous manner; write clearly, accurately and concisely to convey ideas in reports, letters and memoranda; motivate, deal fairly with, and establish rapport with other employees; organize, set priorities, and coordinate workload of support staff; collect information, establish facts, take appropriate action or make recommendations; set goals and objectives; Give and follow verbal and written instructions; recognize and maintain confidential information; read and interpret complex documents; retain and recall information; apply problem solving techniques; maintain payroll records and budget expenditures.
Additional Information Conditions of Employment Candidates selected will be required to pass a pre-employment drug and alcohol screening.
Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions.

Benefit Amount:

Retirement:
The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security.
In addition to ordinary retirement benefits, the plan provides disability and death benefits.
Retirement contributions are made by both the County and the employee.
The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.
Paid Holiday Leave:
12 set days and 1 personal holiday.
Vacation Accrual:
2 weeks per year (0-3 years of service) 3 weeks per year (3-7 years of service) 4 weeks per year (7-11 years of service) 5 weeks per year (11
years of service) Limit of 300 hours.
FLSA exempt employees accrue an additional 5 days of vacation per year.
Sick Leave Accrual:
12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave.
Group Term Life Insurance and AD&D:
$10,000; Provided by Standard Insurance Company.
Disability Insurance:
Employees are covered by State Disability Insurance.
The premium is paid by the employee.
Deferred Compensation:
A voluntary deferred compensation plan is available.
